I know there's only one Tokyo Center controller, however, keep in mind that the multiplayer servers only have a 100 NM range. The airport will be regenerated by D-ECHO next week. Then the airport signs will also be there (I tried Dlaser's Airport2stg.py but just couldn't get it to work). Quick heads up for all ATCs: Wolfram Wagner (the author of OpenRadar) has released a new version to address the airport download problems - I would suggest getting them while you can.
