Yeah, it looks like it ran out of fuel. I don't think this is an uncommon practice though. Once I was flying to KDFW, and there was a tornado at the airport when we were twenty minutes out. They closed the airport, and ATC had us circling around the airport for an hour until we were forced to divert...
